Connect exposure, ownership and verification
Model dependencies beyond the front-end servers. A backup, identity service or deployment tool in the same failure boundary can prevent an otherwise plausible failover. Establish which components are zonal, regional or externally hosted and verify that the recovery team can reach them.
Your immediate priorities
- Review dependency placement with service owners rather than relying on architecture labels.
- Schedule a controlled failover test and define rollback and reconciliation ownership.
How to work through the decision
Maintain one investigation record linking the relevant asset, identity, business workflow, evidence location and accountable owner. Distinguish confirmed facts, working hypotheses and missing telemetry. Coordinate changes across teams so one action does not invalidate another team’s evidence or recovery path. Define acceptance before restoration, including the tests that must fail as well as the functions that must succeed.
Evidence to ask for
A recovery dependency map and a witnessed test report with unresolved bottlenecks.
Which supposedly independent recovery component still requires the failed region?
Work with the next person
Give the engineer a scoped investigation and change plan with preservation requirements and acceptance tests. Bring unresolved business tradeoffs back to the owner rather than treating them as purely technical choices.

A scenario to rehearse
Illustrative exercise, not an observed customer incident: Checkout remains reachable but payment status and order reconciliation are delayed. The team must decide whether to accept new commitments and how to prevent a customer retry from producing a duplicate order.
What a useful outcome looks like
A recovery dependency map and a witnessed test report with unresolved bottlenecks. Keep the decision dated and return to it if new evidence changes the scope.
