The business process at risk
Payments, account lookups, order processing and regional data services that depend on the unavailable zone or regional control path.
Interruption can produce a delayed rather than permanently lost transaction. Count backlog, duplicate retries, missed settlement windows and manual reconciliation separately; otherwise a revenue-loss estimate can overstate or understate the real effect.
Build an estimate from your own operation
Estimate interruption, investigation, recovery and continuing control costs separately. Use a range and state the assumptions. Avoid adding overlapping losses twice: an order delayed and later fulfilled is different from an order permanently lost. The report does not assign a universal dollar loss or a probability of breach.
- Interruption: affected transactions or staff hours × your measured contribution or cost, adjusted for work recovered later.
- Response: internal hours, specialist support, clean capacity and supplier coordination actually required.
- Recovery: rebuilding, validation, transaction reconciliation and customer support during the transition.
- Continuing operation: ownership, maintenance, access review and recovery testing after normal service returns.
Decisions for the operating team
- Assign an owner to each backlog and agree which work must be reconciled manually.
- Publish separate milestones for service restoration and completion of delayed work.
- Set recovery-time and acceptable-data-loss objectives for the most important workflows.
A scenario to rehearse
Illustrative exercise, not an observed customer incident: Checkout remains reachable but payment status and order reconciliation are delayed. The team must decide whether to accept new commitments and how to prevent a customer retry from producing a duplicate order.
Evidence before accepting the cost
A continuity investment decision tied to measured exercise results and customer commitments.
Compare immediate continuity work with longer-term architecture changes. Migration can reduce specific maintenance responsibilities, but it cannot replace investigation of an active compromise. Evaluate the controls and retained responsibilities of the proposed operating model, including recovery and exit.
Decision checkpoint
What business function can we still deliver when our normal regional control plane is unavailable?
