What the source establishes

Google’s preliminary report attributes the London regional disruption to a power interruption in europe-west2-b, followed by regional failover and queuing effects. It records a six-hour-ten-minute incident spanning 19–20 October in US/Pacific time. This source establishes an availability event, not a cyberattack.

Research reviewed 22 October 2026: Google Cloud preliminary incident report. Provider incident report revisited.

Where the evidence stops

Regional service scope does not identify every affected bank or customer. A provider’s incident end time is not proof that an individual business has cleared its transaction backlog.

Use this report as a dated interpretation. A vendor notice establishes what that vendor reports; a research observation establishes what the researcher observed. Neither automatically answers the account-specific question for your business. Record later changes to the source before relying on its versions, deadlines or recovery sequence.

Establish your own scope

Trace both the application’s data path and its recovery dependencies: database, queue, DNS, identity, backup, monitoring and operator access. A different availability zone is not automatically an independent operating path.

  • Identify the exact service, artifact, account or device relevant to your business, with a responsible owner.
  • Record whether the source applies to that asset and what evidence supports the match.
  • Separate evidence of exposure, evidence of activity and evidence of business impact. Leave unanswered questions explicitly open.

What would change the assessment?

Demonstrate a critical workflow with its normal region unavailable. Record actual recovery time, data age, queue drain rate and how duplicate execution is prevented.

Revisit the decision when the provider changes scope, a new account-specific notice arrives or local evidence contradicts the current assumption. Preserve the earlier conclusion and the reason it changed. Do not silently turn a precaution into a confirmed breach, or an absence of telemetry into proof of safety.

Decision checkpoint

Return to normal operations after service health, data consistency and backlog handling have been verified by the business and technical owners.
